SEXUAL OFFENDERS: ESSENTIAL THERAPY - COERCIVE THERAPY?

The treatment of sexual offenders is often a problem, in many ways. Is the commission of a crime a disorder? Who needs to be treated and who does not? Who can deny treatment? What has to be treated? Are the goals of therapy of sexual nature, or is it to change social behaviour? Is coercive therapy possible? Coercive therapy is certainly the rule in Germany - does the treatment’s success justify this form of therapy that often puts a strain on the offender? Similar questions arise regarding the victims of sexual offenses: How common is permanent psychological harm? When do victims need therapy? How high is the risk of pathologization and stigmatization of victims of a sexual offense?

These are some of the questions that will be discussed at the 12th Conference of the International Association for the Treatment of Sexual Offenders (IATSO) in September 2012. These questions are never outdated and their answers must always be scientifically validated. The main focus of the conference will be on the methods of offender treatment. These methods are not chosen voluntarily by the persons concerned but are coerced by the justice system. It is about individual or group therapies in certain detention centres (social therapy) or in Forensic Special Hospitals (forensic commitment). It is also about outpatient therapy lasting over several years in Forensic Outpatient Units. Psychotherapy and chemical castration with antiandrogens, which is accepted „voluntarily“, is increasingly found. When is what necessary and justified and how do convicted offenders protect themselves from unnecessary interventions?

Similar aspects apply for the victims: When are therapeutic measures essential, and what actually helps them? How do you protect victims of sexual abuse, especially children, from being objectified for therapeutic purposes and being defined as „disturbed”?

We will discuss all of this and more in Berlin. We cordially invite you to submit presentations and posters. In a set of sessions we would like to make German presentations possible. The conference will take place at the Virchow-Klinikum of the Charité. It is close to social hotspots and a great starting point to experience all that Berlin has to offer.

SEXUALSTRAFTÄTER: NOTWENDIGE THERAPIE ODER ZWANGSTHERAPIE?

Die Behandlung von Sexualstraftätern ist immer wieder ein Problem, in vielerlei Hinsicht.

Ist das Begehen einer Straftat eine Krankheit? Wer muss behandelt werden und wer nicht?

Wer darf sich einer Behandlung verweigern? Was muss behandelt werden? Sind die Therapieziele sexueller Natur – oder geht es um eine Veränderung des Sozialverhaltens? Sind Zwangsbehandlungen möglich? Erzwungene Behandlungen sind in Deutschland sicherlich der Regelfall – rechtfertigt der Erfolg diese Maßnahme, die den Verurteilten ja oft belastet?

Ähnliche Fragen tauchen hinsichtlich der Opfer von Sexualstraftaten auf: Wie häufig sind überdauernde seelische Schäden? Wann brauchen sie Therapie? Wie groß ist die Gefahr der Pathologisierung und Stigmatisierung von Geschädigten?

Dies sind einige der Fragen, die auf der 12th International Conference of the International Association for the Treatment of Sex Offenders im September 2012 diskutiert werden. Sie veralten nie, und die Antworten müssen immer wieder wissenschaftlich überprüft werden. Im Zentrum stehen dabei die Methoden der Straftätertherapie, die von den Betroffenen nicht freiwillig gewählt werden, sondern von der Justiz erzwungen werden. Es sind die Einzel- und Gruppentherapien in speziellen Haftanstalten (Sozialtherapie) oder in Forensic Special Hospitals (Maßregelvollzug). Es sind dies aber auch zunehmend mehrjährige ambulante Therapien in Forensic Outpatient Units. Zunehmend findet man eine Verknüpfung von Psychotherapie und chemischer Kastration mit Antiandrogenen, was auch „freiwillig“ akzeptiert wird. Wann ist was notwendig und gerechtfertigt, und wie schützen sich verurteilte Täter gegen unnötige Interventionen?

Ähnliches gilt für die Opferseite: Wann sind therapeutische Maßnahmen erforderlich, und was hilft wirklich? Aber auch: wie schützt man Opfer eines sexuellen Übergriffs – nicht zuletzt Kinder - davor, zum Objekt therapeutischen Eifers gemacht zu werden und als „gestört“ definiert zu werden?

All dies und manches mehr wollen wir in Berlin diskutieren. Wir laden herzlich ein, Vorträge und Poster anzumelden. In einem Veranstaltungs-Strang wollen wir auch deutschsprachige Vorträge ermöglichen. Der Kongress wird im Virchow-Klinikum der Charité stattfinden. Das ist nicht weit entfernt von sozialen Brennpunkten, aber auch ein guter Ausgangspunkt, um ganz Berlin zu erleben.
